A dump valve or turbo valve reduces a turbo's reaction time and improves its reliability. The turbo compresses the air in the intake. When the throttle is released, the throttle valve closes and the compressed air can no longer flow into the intake, causing a significant increase in pressure in the air circuit.

This phenomenon slows down the turbo and, inevitably, lengthens its response time (which, in turn, increases wear prematurely).

The purpose of installing a dump valve is to quickly release this excess air pressure when the gas pedal is released. The air is evacuated by the dump valve either externally (hence the pschitt) or internally (back into the intake manifold).
